                                                            for Adults
KLC Couture Development Center, Inc. is an extension and Private Training Provider under Legal Full Business Name KLC Couture Career Development Center, Inc. which is a  501(c)(3) nonprofit organization.  KLC Couture Development Center, Inc. is offering extended workshops under the Sewing/Couture Fashion Design Training for ages 16 years old to adults only.  KLC Couture Development Center, Inc. is also the Maryland State Trade Name for the Sewing/Couture Fashion Design Training under Legal Full Business Name KLC Couture Career Development Center, Inc. The Sewing/Couture Fashion Design Training for ages 16 years old to adults is approved by the Maryland Higher Education Commission.

KLC Couture Development Center, Inc. extended private training services offers workshops to the Maryland general public for charitable purposes under Legal Full Business Name KLC Couture Career Development Center, Inc., which is also the Federal registered Tradmark under the 501(c)(3) nonprofit organization. The students will gain personal enrichment opportunities, present artwork in the forms of exhibitions or shows, obtain quality educational learning experiences, integrate coursework and curricula materials into real life situations within a nondiscriminatory environment developed for the students to meet training goals.

KLC Couture Development Center, Inc. will offer free workshops for the extended Sewing/Couture Fashion Design Training to low-income students ages 16 years old to adults, if grant funding becomes available.

Based on the completion of the Sewing/Couture Fashion Design Training, students ages 16 years old to adults will receive a Certificate of Achievement for the completion of individual training workshops.

The students may not transfer any workshop, Workshop Hours or Ceritificates of Achievement  to any school, educational training facility, University, College, Center or Institution of Higher Education.   The workshops are noncredit.

KLC Couture Development Center, Inc. does not offer job placement assistance and job preparatory services.


The Sewing/Couture Fashion Design Training workshops are listed in a suggested order and are designed for each student to master the skills that are necessary for each level of learning needed for their own personal skills enrichment as the President, Kischenna L. Coley of the Center has obtained. 

The students are not obligated to take all of the workshops if they choose not to do so. 

All of the training workshops are designed in the order in which the President has gone through similar training to obtain a Bachelors of Fine Arts Degree in Fashion Design. The President has prepared the Sewing/Couture Fashion Design Training so that each student will receive the necessary educational level of learning experiences. The Sewing/Couture Fashion Design Training will allow the students to master the skills necesary for their own personal enrichment as the President has obtained.   

If the students feel that they are not ready to attend a regular college or university of higher education, they can attend the Center's workshops at an affordable cost.  The students will be able to learn at their own pace.  However, in order for them to receive individual Certificate of Achievement, they must meet the requirements of each workshop. 

The students will always attend workshops at KLC Couture Development Center, Inc. that are never overcrowded.  The students will have the opportunity to have one-on-one learning experiences with the teacher. 

If a student decides to take all of the workshops, KLC Couture Development Center, Inc. Sewing/Couture Fashion Design Training  total tuition cost will be under $10,000.00.

Note: All of the workshops are offered on Saturdays only by appointments.

The students are required to attend each workshop on its scheduled day.  They can not miss any days if they wish to pursue a Certificate of Achievement for each individual workshop.

PREREQUISITES FOR WORKSHOPS
KLC Couture Development Center, Inc. Sewing/Couture Fashion Design Training workshops have some prerequisites that are set in place for safety, experience and levels of expertise. There are some workshops that do not have prerequisites.

The Registration Fee and Enrollment Fee are included in the tuition for each workshop.

The estimated cost for tuition for all of the workshops is $4,819.10 for two years of training.

NOTE: The Instructional Fee, Lab Fee, Rental Books Fee, Registration Fee and the Enrollment Fee are all broken down and included in the Cost of Tuition. Students are responsible for providing supplies, notions fabrics and materials needed to complete projects for each workshop. A list of supplies will be provided to the students during the registration of each workshop for which they have enrolled.

Identified below is the grading scale for the KLC Couture Development Center, Inc. Sewing/Couture Fashion Design Training. The minimum passing score is 73% out of 100%.

DESCRIPTION OF EARLY AND FREQUENT EVALUATION POINTS

The students’ progress will be evaluated at the end of each week of training per workshop. The progress report cards will be provided to each student.

The students will be issued a formal report card after the last day per workshop. The report cards will be mailed to each student.

A student who does not meet the requirements of the training will be terminated.

A minimum cumulative grade point average of 2.0 in all workshops is required for the students’ standards of academic progress throughout the training.  If a student's cumulative grade point average falls below 2.0, or if he/she does not meet the requirements of the training, he/she will be terminated.

Failure to Achieve the Minimum Academic Standards

If a student fails to achieve the minimum academic standards of a grade point average of 2.0 and does not maintain a 100% attendance rate for any week he/she will result in a termination from the training immediately.


PASSING GRADE
A student must earn a grade of C (or higher) which is a grade point average of 2.0 for each workshop.

GRADUATION REQUIREMENTS
Criteria/obligations the student must meet before receiving a Certificate of Achievement:

 In order to graduate from the KLC Couture Development Center, Inc., the student must:

       a. Maintain an attendance rate of 100% for each workshop to meet graduation requirements.

       b.  An absence is an absence. Every time a student is absent, tardy or leaves early the time must be 
            counted, regardless of the reason. No make up days will be provided unless the Center is closed due 
            to bad weather.  Students certainly can be required to make up the work they miss, but not the time. 

       c. The only time a student may be excused from missing a workshop day will be due to the following:  
            An Official Leave of Absence will be granted in the case of Hazardous Weather Conditions, State 
            Emergencies or Court Summons.  If an Official Leave of Absence should occur, the instructor will 
            schedule a make-up day.

       d. Complete and submit all assigned work with a minimum grade of a C, which is a cumulative grade 
           point average of 2.0.

       e.  Satisfy all financial obligations to the Center.

       f.  Complete all of the workshops.

       g. All of the Center’s property must be returned.

Note: Upon fulfilling all graduation requirements, the students will be awarded a Certificate of Achievement 
          for each individual workshop completed from the KLC Couture Development Center, Inc. 
          Sewing/Couture Fashion Design Training. Students will be recognized during the graduation 
          ceremony for their accomplishment and the completion of all of the workshops.

REFUND POLICY
REFUND POLICY

KLC Couture Development Center, Inc. Sewing/Couture Fashion Design Training refund policy addresses the items listed below: 

a.  If the Center closes or discontinues a workshop, the Center shall refund to each currently enrolled 
     student monies paid by the student for tuition and fees and monies for which the student is liable for 
     tuition and fees.

b.  Refunds are available in full when the student cancels at least one day before the workshop begins. No 
     refunds will be provided to a student once the registered workshop begins. Students are urged to 
     register early a week in advance before the scheduled workshop begins.

c.  If a student is terminated from the Sewing/Couture Fashion Design Training due to failure to achieve 
     the minimum academic standards of a grade point average of 2.0 and does not maintain a 100%  
     attendance rate for any week he/she will result in no refund.

d.  The date of withdrawal or termination is the last date of attendance by the student.  A refund due to a 
     student shall be based on the date of withdrawal only a week before the scheduled date of  the 
     workshop. The full refund will be paid to the student within 30 days from the date of 
     withdrawal.
WHAT IS INFORMATION TECHNOLOGY AT KLC COUTURE DEVELOPMENT CENTER?

Information technology at KLC Couture Development Center, Inc. includes: 

•  the electronic mail network, including Web-Mail  
•  World Wide Web-site (http://www.klccouturedevelopmentcenter.com) or all of its linked pages 
•  data and voice networks and network connections 
•  computer laboratory equipment 
•  KLC Couture Development Center, Inc. owned or leased personal computers, laptops, servers, network 
   control devices, printers, facsimile machines, modems, and telephone equipment 
•  computers, laptops, servers, network control devices, leased USB drives, leased floppy disk, scanners, 
   printers, facsimile machines, modems, and telephone equipment, that are connected to KLC Couture 
   Development Center, Inc. computer network through any means (telephone, network connection, or 
   wireless connection) 
ACTIVITIES THAT ARE PROHIBITED
IILEGAL ACTIVITY

An illegal activity is one that might expose you or KLC Couture Development Center, Inc. to civil or criminal legal action, or may endanger the Center's tax-exempt status. 

COPYRIGHT AND TRADMARK INFRINGEMENT
 
Unauthorized copying of software; graphic illustrations and images; music, games, or videos; or other copyrighted or trademarked material is prohibited. 

POLITICAL MOVEMENTS OR CAMPAIGNS 

You may not use KLC Couture Development Center, Inc. technology resources for political movements or campaigns. If you are involved with a political cause, or protest, you cannot use KLC Couture Development Center, Inc. e-mail account to send messages on behalf of that cause. If you are involved with a political party, you may not use your KLC Couture Development Center, Inc. e-mail account to send messages to your co-workers, encouraging them to vote for a particular candidate or party. If you are a candidate for government, civic, or public office, you cannot use your KLC Couture Development Center, Inc. technology e-mail account to send messages for your campaign and non-KLC Couture Development Center, Inc. related fund-raising activities. 

This also applies to e-mail attachments, such as pictures and graphics, and personal web sites that are offensive to others. 

KLC Couture Development Center, Inc. will be vigilant about e-mail messages, web sites, etc., which contain language or pictures that violate any of the Center’s policies, such as the following: 

Student Conduct, Protection against Sexual Harassment, Conflict of Interest, or Dissemination of Confidential Information 

Activities that compromise or threaten the functioning of the Center’s network, database systems, telecommunications systems, or security measures 

Activities that conflict with the Center's policies or local, state, county, or international law 
WHAT ACTIVITIES ARE PERMITTED
KLC Couture Development Center, Inc. information technology resources exist to support the mission and goals of the Center. Appropriate and non-appropriate uses of the system include: 

•  Academics and research 
•  Academic support 
•  Data management and support 
•  Routine electronic mail communication for the purpose of the training 
•  Routine Internet use, including World Wide Web browsing, file transfers, instant messaging, 
   telecommunications for training purposes
•  (The students may use technology for the purpose of Internet Protocol but may not use the 
   technology for video relay telephony.) 
•  Students are allowed to use multimedia applications for training projects only.

E-mail messages can be personal in nature, but they should be courteous in language and tone. E-mail messages can be forwarded instantly to others. If a person is offended by an email, he/she can complain to KLC Couture Development Center, Inc. and the email will be investigated. If we find that you sent an e-mail message containing offensive language or pictures, we might have to take action. This applies whether you originate offensive materials or forward offensive material that you receive from others. 



REASONS FOR TERMINATION FROM KLC COUTURE DEVELOPMENT CENTER, INC. SEWING/COUTURE FASHION DESIGN TRAINING INCLUDE:
•  Cheating: using or attempting to use unauthorized materials, information, or study aids in any academic 
   exercise. Participants must adhere to the guidelines provided by their instructor for completing 
   coursework and may not present the same (or substantially the same) work for more than one 
   workshop without obtaining approval from the instructor of each workshop. 
•  Fabrication: intentional and unauthorized falsification or invention of any information or citation. 
•  Plagiarism: representing the words or ideas of another as one’s own. All ideas, arguments and phrases 
   submitted without attribution to other sources, must be the creative product of the student. Plagiarism 
   includes copying portions of the writing of others with only minor changes in wording, with inadequate 
   footnotes, quotes, or other reference forms of citation or only a list of references. Paraphrasing without 
   appropriate citation is also plagiarism.
•  Collusion: intentionally or knowingly helping or attempting to help another to violate policies. 
   Participants may only collaborate within the limits prescribed by their instructors.
•  Gross misconduct, which jeopardizes the safety of fellow students and faculty 
•  No smoking tobacco products, drugs or alcohol use while on campus 
•  Weapons of any type on your person while on campus
•  Unprofessional behavior in a workshop, on campus or at a Center's event 
•  Repeated failure to conform to the dress code
•  Repeated failure to maintain satisfactory progress 
•  Repeated failure to comply with the attendance policy
•  Failure to comply with the policies
•  Bomb threats
•  Verbal Threats
•  Racial Slurs

BAD WEATHER POLICY 
 threats against any individual, group, organization, or physical structure 
• ethnic slurs 
• racial slurs 
• religious slurs 
• sexual orientation slurs 
• statements that embarrass or humiliate any individual, group, or organization 

THREATENING THE FUNCTIONING OF KLC COUTURE DEVELOPMENT CENTER, INC. DATABASES

Activities that compromise or threaten the functioning of the KLC Couture Development Center, Inc. network, database systems, telecommunications systems, or security measures, unintentional or intentional, well-meaning or malicious, can compromise or threaten the functioning of the information technology resources are prohibited. 

HARASSMENT

Harassment of any individual or group through e-mail, web sites, blogs or any other online means is prohibited. If the students send unwanted e-mail messages, make unwanted advances and send unwanted Instant messages to another person, it is harassment. 

USE OF INFORMATION TECHNOLOGY FOR PERSONAL GAIN

The students may not use KLC Couture Development Center, Inc. technology resources for personal gain—e.g., to make money, personal advertisements, operating a personal business online, transactions such as want ads or auction purchases, ongoing purchases, sale, trade transactions, selling products and services online.  For example, if the students offer tutoring, or operate a sewing service, or sewing repair services, they may advertise them from their own personal e-mail accounts or web site, but not on KLC Couture Development Center, Inc. technology, e-mail account or web-sites.

PORNOGRAPHY

Pornography is prohibited at KLC Couture Development Center, Inc. 

PROHIBITED ELECTRONIC COMMUNICATION 
BAD WEATHER POLICY 

Please call (301) 423-8648 or 240-676-3830 after 7:00 A.M. for a recording regarding workshop cancellations due to bad weather conditions. If a workshop has been cancelled another makeup day will be scheduled.


BEHAVIOR POLICY
KLC Couture Development Center, Inc. reserves the right to terminate a student from the training due to inappropriate behavior, bullying, discrimination of any sort, fighting, using profanity, smoking and using drugs in the Center. No refunds will be given for previous, completed workshops and the current workshop from which the student is terminated. The student may not be readmitted in the training.  If the student has paid individual workshops in advance that have not begun, a full refund will be provided for each workshop that has not been taken.
ASSIGNMENTS POLICY
Assignments instructions are always provided during a workshop. 

KLC Couture Development Center, Inc. does not allow rescheduling of final exams unless the Center provides a makeup workshop day due to bad weather or Center closing.


IDENTIFICATION OF THE CENTER-SPECIFIC RIGHTS, PRIVILEGES AND RESPONSIBILITIES
DRESS CODE

In an effort to improve safety and the atmosphere for learning in KLC Couture Development Center, Inc.,  the  students will dress in a manner that reflects positively on themselves and the Center.  Just as employees must conform to workplace standards, so must students.  

ACCEPTABLE ATTIRE:

1.Shirts/Blouses:  Shirts and blouses must not show any cleavage/breasts, stomach,  and should 
           be long enough to extend below the waist/belt line.  All garments must not have the following: 
           profane obscene language, nude pictures or vulgar gestures, hidden or double meanings displayed 
           nor any racial ethnic sexist slurs, alcohol or tobacco products and messages which promote 
           violence or the use of drugs of any type. 

2. Skirts or Shorts:  All skirts and shorts need to be at least three inches above the knee.

3. Jeans/Slacks:  All jeans and slacks must not show the buttocks.

4. Coats, Jackets:  All coats and jackets must not have the following: profane 
    obscene language, nude pictures or vulgar gestures, hidden or double meanings displayed nor any 
    racial ethnic sexist slurs, alcohol or tobacco products and messages which promote violence or the 
    use of drugs of any type. 

UNACCEPTABLE ATTIRE:

5.  No clothing allowed in the Center with underwear showing.
6.  No see-through garments allowed in the Center, which reveal bras or bare breasts and underwear.
7.  No pajamas and bed slippers are allowed in the Center.
8.  No micro-mini skirts, mini dresses, and mini shorts allowed in the Center.

KLC Couture Development Center, Inc. Dress Code is a dynamic document.  Changes may be made at any time.  Discretion may be used to determine appropriate attire for the Center by the President.  Students or parents will be notified of any changes.

CONSEQUENCES:  

One warning will be given.

The consequence will result in termination from the Sewing/Couture Fashion Design Trainingg.
DISCLOSURE POLICY OF STUDENTS RECORDS
The Family Educational Rights and Privacy Act (FERPA) affords you, the student, rights with respect to your education records. They are the following:

1. The right to inspect and review the education records within 45 days if the KLC Couture  
     Development Center, Inc. receives your request for access. You must submit to admissions a 
     written request that identifies the record(s) you wish to inspect. The President will make 
     arrangements for access and notify you of the time and place where the records may be inspected. 

2. The right to request the amendment of education records that you believe are inaccurate or 
     misleading. You must write the Center’s President, who is responsible for the record, clearly identify the 
     part of the record you want changed, and specify why it is inaccurate or misleading. If the Center 
     decides not to amend the record as requested, the President will notify you of  the decision and advise 
     you of your right to a meeting regarding the request for amendment.  Additional information 
     regarding the meeting procedures will be provided to you at that time.

3. The President of KLC Couture Development Center, Inc. is the Center's official who has a 
     legitimate educational interest to provide a student with his/her records to review upon request.

 4. The students' records will never be released to a third party without their written consent.  
      Information includes, but is not limited to, name, address, telephone number, e-mail address, place 
      of birth, dates of attendance, Certificates of Achievement, degrees earned, and previous colleges 
      attended.  A student may refuse to permit such disclosure by notifying the President in writing of 
      his/her wish to be excluded from such a release of information.

5. One exception which permits disclosure without consent of a student with legitimate educational 
     interests includes KLC Couture Development Center, Inc. President and Board of Directors 
     who are persons in an administrative, supervisory, academic, research, or support staff position 
     volunteering on the Board of Directors.

6. The Center will not release any student's records without his/her written consent.

7. The only way a student's records may be released is if the request is court ordered providing a court 
     order verification or a police search verification is issued by the Police Department.
STUDENTS' GRIEVANCE PROCEDURE
KLC Couture Development Center, Inc. Sewing/Couture Fashion Design Training is committed to mutual respect among all constituents of the Center’s community. This commitment includes students, faculty, staff, and administration alike. In all concerns about fair treatment, we seek to work together to understand and address those concerns without having to resort to formal grievance procedures. When that is not possible, we are at all levels committed to a fair and reasonable resolution of issues through an informal grievance process guided by the information and documentation provided in the process. Students aggrieved by actions of the Center should attempt to resolve these problems with the appropriate Center officials. 

If this procedure fails, and if the allegation asserts, students may address their concerns to the President of the Maryland State Trade Name KLC Couture Development Center, Inc. Sewing Couture Fashion Design Training at the following address:
